but Level3 punts ownership & claims it was transferred to "RCLEC". That appears to be RingCentral, which I've encountered before. Anyone have any luck cracking their customer disservice?

Ringcentral doesn't seem to play by the same rules as other telecomms. I contacted them and asked to verify if the number belongs to one of their customers before I waste time filing a subpoena, and this was their response:

"Sorry, we do not release that information in response to informal inquiries.
Thank you,"

While I understand refusing to release private information belonging to a customer, refusing to answer if the number even belongs to their company comes across as simply obstructionist.
