Got the same message (in California) yesterday. IRS sends letters first from what I know - never heard about legitimate calls of that type.

I think these are more than just pranksters.  Their tactics are criminal in nature, almost to the point where they could be considered terrorists.

They are indeed criminals.   They commit fraud and extortion by attempting to scam huge amounts of money from people by making them believe they will go jail if they don't pay by cash card.
