This is basically a debt scam. You may or may not owe money on a loan, but only public prosecutors file fraud charges. Debt collectors have no powers of prosecution and no influence on the criminal justice system. There's no such thing as a fraud on your social security number. That's just utter nonsense. Being in debt is not a crime and you cannot be arrested for ordinary civil debt. Lawyers cannot take "judgments" only courts can do that and only after a hearing in which all parties are given a chance to make their case. No one is going to "fine" you anything. Just more nonsense meant to scare you. What this person is trying to do is basically scare you in to paying them something.
This Joanne Smith or whatever she's calling herself now has been doing this sort of scamming for some time. Don't fall for it and don't let her or anyone else push you around when it comes to debt collection.
Just because a voice on the telephone claims you owe a debt does not mean you owe it
If a voice on the telephone claims you owe a debt:
1. Demand the person give you his or her name, company name, and address
2. Demand a debt validation letter by US mail. E-mail no good.
3. Do not pay the collection agent or anyone else a dime until the debt is validated
Of course, they won't do this, so simply block their calls and ignore them. Do not return their calls or volunteer information or pay them any money or agree too.
If they are bothering you,
Report them:

Also contact your local attorney general
If they continue to bother you, tell them that you know this is a debt scam and that you are making a complaint to the police for extortion. Once you get a copy of the police report and they call you again , just read out the file number and the name of the PD or Sheriff’s office involved. Tell them you’ll be glad to send a copy to them.
