Let me explain it this way: the IRS does NOT call you. If they WERE the get in touch with you in ANY way, it would be via a CERTIFIED LETTER that came to you via the United States POSTAL SERVICE. These calls are done by scammers trying to extort money from you, therefore, they are FAKE. I don't know where you got 'malicious intent' from, but that DOES sound like something a scammer would use to try and frighten you into paying money you don't owe.
