The DNC isn't a call blocker and can not protect you from the illegal callers, extortion scammers, foreign country's and frauds. Criminals do not obey laws simply said.    They use spoofed numbers which make it hard to track them down.. it takes time to do this and many subpoenas for call records.

For a cell phone, some already have call blocking, if not, there are free apps on the web that will work for some. You can google this. If you have a smart phone, there is a free app called call control. Iphones appear to have apps also. Another one is called Mr. Number. For tracfone & straight talk:

For text messages: forwarding any text message spam you get to the short code  “7726,” which spells “spam” on most phones, to alert your network operator to the abuse. ATT won't accept 7726 But they will accept BLOCK and return a message that the web site is blocked. forward the texts to 7726 or BLOCK, depending on your phone carrier.

This call came in as a local number and caller ID said "OTN".  It was robo dialed but a human picked up at the calling end pretty quickly.  Obvious boiler room noises in the background.  He spoke fast and was almost unintelligible.  Poor kid has to do this a lot, I suppose.  He knew my location and jabbered a lot about rebates, energy, and solar.  I said: "Stop right there.  You guys have called many times before [under different names but always energy, rebates, and solar], I've asked you to stop, and this number is on the National Do Not Call list.  You're out of compliance."  He said: "Oh, should I start [***] my pants now?"  'Nuff said.

Played my "the number you have called is disconnected...." File I downloaded at them. It's on a loop. After 3rd play they heard it and hung up. Hopefully that worked as my block list is filled up on my phone. Busy morning for scammers. Wednesday is the worst.

Another dirtbag scammer that resorts to calling people on the do not call list because nobody who knows them would do business with them.
