I keep getting these calls on my cell phone. No answer when I pick up. I finally downloaded a free call blocker app and that took care of that

Called my cell phone this morning and I mistakenly picked up the call. After a few seconds a man identified himself as GE Security, how are you today..I just hung up on him, blocked the number. I have a feeling this is a spoofed number.
