Just called me as well. This is New York Alert and is a free service that you have had to sign up with. It is very helpful for roads being closed due to construction and accidents, health alerts, weather alerts etc. Works great and it is free! My wife and I both use it. They only call if you sign up for calls and they only call when it is of high importance. Usually they will text or email.

Got a call this morning, garbled message that the 'campus is closed due to a power all failure, classes cancelled until 6 pm, all essential personnel should report to work'. No school identified. A call back to the number doesn't identify the caller, message cut off with identifying info. It then provided another phone number, which is disconnected or no longer in service (518 292-2999).
