CALLED TWICE IN A ROW NO MESSAGE. CALLED BACK AND IT RINGS AND RINGS

Received a call from 4250987442 it was a male that I could not understant.  I hung Up, he called back and I did not answer.  I block The #.

Foreigner couldn't understand anything but United States.  Trying to say my name Rebecca

Just received this phone call from this 1(425)098-7442 number. She was clearing her throat when I answered and I could barely understand her but it sounded like she was trying to say ok, she's on.. Referring to myself. She asked if I was Heather and I replied yes, and continued to talk but I could barely understand her but all I could understand was money and taxes... So I said I wasn't interested and hung up! How do these people get my name & number? I know I'm on the do not call list.

I have blocked this number,they have called 5 times today and said they are with the IRS. and they leave a message. I am on do not call list, and I am still getting these call.
