You can't stop  the calls from being initiated.  The calls are coming from India or Pakistan.  You can, however, protect yourself iwth a call blocker.  Also do not pick up on calls you do not recognize.

We are receiving daily calls from this number claiming that we have some kind of tax problem. I know it is a scam. How do we get them to stop calling?

They called me three times. Left voice mail telling me that I'm under some kind of investigation. Once I picked up after first ring, in return still same voice mail.
