This is a spoofed calling # and spam.
For those that think the government should be doing something about this, save your breath. These calls are computer generated and over the internet. There is no way to determine the country of origin of these calls, no way to trace them.
I getting the "In these hard times"....."take this political survey and get a free 2-day trip to the Bahamas".
The best thing to do it pick and hang up your phone to disconnect the call. If you utter a word, or let VM pick up, this sends the signal to the calling computer it has a live line, and it will keep calling you back.
I periodically hook up an old answer machine (this is obviously only good for landlines), that has the and outgoing message of computer generated tones that the line has been disconnected, (you can find this on the internet), set the machine to play the outgoing message only. It will hang up after it plays. I have it recorded in 5 repeats, the incoming will disconnect automatically during the 2nd repeat. This signals the calling computer to kick my number out of the re-call sequence.
You can block this number, but the calling numbers change and spoof so often, it's pointless.
The Caller ID on the call I just received was: 3604743921, the same number with the dashes appeared below it.
