caller said our master card was locked and push 1 to reactivate. don't even own a master card

Got a call from this number today and whoever it was was giggling and talking in Chinese (I think?) and then hung up.
Then they called back an hour later. I didn't answer this time. I guess I have to block them.

they keep calling from this number. I always say if they can't leave a voicemail then it must not be important. plus I only answer numbers I know . scam or criminals

I got a call from this number saying the message was for myself that I had to call an 800 number back if I could not be at my place of employment or my house between 12 noon and 3 p.m. on a Saturday???? Said he also has sealed documents for me as well. I am a little suspicious about this?

They told me they were from technical support and calling about my computer. Why aren't these scam calls illegal?

They are most illegal. The problem is---these are cybercriminals using computers to spoof their identities and locations, making them next to impossible to trace and prosecute. Your best bet is to invest in a call blocker which can block numbers from multiple area codes. They are sold on Amazon.
