What?!? It clearly says Washington (the city) DC on the caller Id. So whose hiding what??

The only thing showing up in my caller ID is the phone number. It does not show Washington DC

When I saw the area code and number and "Unknown name" in my caller ID, I let my answerer pick it up but as soon as it did, they hung up. The last time I got one like this it was on my cell phone and from the Seattle area. How do these yo-yos get around the Do Not Call lists?
