You mean the money you never have to give back?  Well let's see, first you have to pay some money, it works best if you use a credit card.  Just follow the instructions you are given.  Then wait.  And wait ... and wait some more.  It helps if you hold your breath while you're waiting.  Then if you're a good little boy or girl, one day when you least expect it Santa Clause or the Tooth Fairy or the Great Pumpkin or the Easter Bunny or Bill Gates will show up at your door with a lot of tv cameras and flashing lights and you'll get this big pile of money you'll never have to give back and you'll be famous around the world because the whole thing will be on television.  Been there, done that, you can trust me, it's a trip!

Caller ID indicated call was from District of Columbia.  Message said that money from the Federal Funds Administration was being distributed to your local district and anyone is entitled to receive $2,500 but on a first come first serve basis.  Message also said that you will not be notified again due to the Fair Opportunity Act.
