They keep calling me. This time I answered and just said "hello". The foreign guy said "foolish girl" and hung up. WTF?!

Recieved call from 202-011-1401 telling me they were from the Federal Government and the government selected my phone number to be sent a 7,000.00 once in a lifetime grant. I immediately hung up

the man asked for me by name and said he was calling from the federal government and I cut him off and said you have the wrong number and was hung up on. I could hear the telemarketing background noise. how do these people get my name and cell phone number?
