The second set of numbers (011) is what is called the prefix. In North America a prefix cannot start with a '0' or a '1'. So right away it tells you that this number is spoofed (faked). Foreign criminals like to use such numbers for 2 reasons. (1) You cannot call it back, because it's invalid. (2) Many service providers cannot block invalid numbers. There are also no area codes in North America from 000 to 199. So if you get such a call - fake.
