The second set of numbers (011) is what is called the prefix. In North America a prefix cannot start with a '0' or a '1'. So right away it tells you that this number is spoofed (faked). Foreign criminals like to use such numbers for 2 reasons. (1) You cannot call it back, because it's invalid. (2) Many service providers cannot block invalid numbers. There are also no area codes in North America from 000 to 199. So if you get such a call - fake.

They're rude and won't quit calling.

I have had many calls from this number. They say they give government grants that you don't have to pay back. I told man to take my phone number off his list and he said "I'll take your f---ing" number off your f---ing phone" Very rude and this is a scam. Foreign sounding
voice. I asked where he is calling from and he would not answer.

This is the same number I get on my phone call log! Exactly!
