You are never obligated to answer a call. If the call is important, the caller will leave a message and you can decide whether or not to return it.

I also received a phone call from 973-466-4015 and it turned out it's from Horizon Blue Cross / Blue shield of NJ.

I got a very rude call from this number claims to be with Horizon Blue CRoss Blue Shield. I call Horizon to try to complain about the rudness. Horizon calims that the calls are not from them.
