They call themselves "Insurance Solutions" and have called our office 7 times a day to different extensions here for three weeks. We have since turned the number and frequency of calls over to our campus police department. They're pursuing the case now.

It may be time to look into a call blocker.  Some phone carriers offer free, but limited call blocking.
