Receieved a call from this number, but didn't answer. When I listened to the voicemail it was a vague message about a legal complaint against me and to call a completely separate number to avoid escalation. I'm worried, though this could be a scam.

Regardless of whether it is a debt collector or the fake IRS, yes it is a scam, it is illegal, and it is a method they use to scare you into paying their extortion money.

Got a call they left a voicemail saying to contact them to avoid escalating the situation for court. I figure it's a scam or a collector using scare tactics so I didn't even bother to call back.

A big scam been getting calls from these places for over a year,  person of interest, process server, court clerk,sheriff, lol I just laugh they get mad real quick
