Called and left no message.

Recorded message stated the call was from "credit card account services," saying "there is no problem with your account at this time," but that my eligibility to reduce my credit card rates is about to expire. The message stated that it is urgent that I connect with them to discuss this eligibility. Option 1 to connect to someone, Option 2 to no longer receive notices. I do not have ANY credit cards, this is spam.

hang-up to my cell phone, no message.  donotcall.go fails again.

You do realize that a call and hang up with no message DOES NOT violate the Do Not Call Law, right?
