They called my cell phone and didn't answer when i picked up. I said Hello 5 or 6 times before THEY hang up. I try and call back and i get a recording "All circuit are busy, message 100." dose anyone know who this is or gotten similar calls from this number

I didn't answer, but I called back and all it says is " The number you have dialed is unallocated." It disconnects very quickly after that one sentence.
