Pacific Telecom Communications Group, a public utility operated in part by F Antone Accuardi of Portland Oregon.  He uses a foreign "shell" company to enter into revenue sharing agreements with illicit telemarketers.  This is a likely violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.
