Good grief. Check the facts instead of pretending to think. The Do Not Call lists, state and federal, are real, they are enforced, and they drastically cut calls from legitimate telemarketers. It's "thinkers" like you who don't report infractions, so the authorities can't track the violators and take action.
If you drive, walk, or ride the bus, you've surely noticed some people drive faster than others. Some even drive faster than the speed limit. The cops can't catch all of them, but the fact they catch some is enough of a deterrent to the rest of us that we tend to stay closer to the limit than we might want to -- or as fast as we "think" we're good enough to handle.
Same with DNC lists and telemarketers. There is enough enforcement action to keep those marginal companies close to, or on the right side of, the law that you don't get as many calls as you would if you didn't get on the DNC list. But, the enforcement agencies don't have radar, like the cops do.
The only joke in this process comes up with silly ideas. Like, the DNC administrators somehow collaborate with those who choose to thwart or ignore the DNC list, and associated requirements.
In order for the DNC list to be enforced, there need to be complaints. Lots of them. If everyone who came, or comes in the future, to 800Notes to whine about this particular source of calls, there would be an enforcement action in progress, right now. By the sheer volume of complaints, it is obvious this is an egregious caller. Reminds me of Telelytics, which had to pay the State of Missouri something like $155,000 -- and go out of business -- because their calling was so outrageous.
Chances are, someone named Kaplan is behind (or involved in; perhaps in some advisory capacity) this particular barrage of robocalls. Not necessarily, though. Just because Madoff was the biggest doesn't mean he was the only investment scam engineer. Enron before him comes to mind, and there have been others since.
Evil lurks in the hearts of men, and some choose telemarketing rather than fraud, forgery, bank robbery, carjacking, etc. Some telemarketers, though, are scrupulous, honest, and considerate.
As Christmas approaches, one would hope some of the former would learn the truth about CHRISTmas, take Him from a manger, and ask Him into their hearts. That's the only process which will definitively cause a change in the habits of telemarketers such as this, and make all of them considerate, scrupulous, honest, and courteous.
