I just got a call on my cell phone from this number. I did not answer since I am at work and only answer calls from people I know since they know to call me in an emergency.
Anyways, from what I read in these comments, it is a possible telemarketing company. I recently refinanced my car with Capital One and they used to call me many times, but it was with a 971 area code. I also went back to school through an online school. I did get a call from a company stating that they are going to help with school finances. It was bogus...my financial aid is through government loans so there is no need for help.
Also, for those of you that don't know what to do, report it to the FCC. They CANNOT call you and not respond. They must answer within 3 seconds. You can only be called if you have previously done business (inquiries and all) within the past 18 months and you are not on their internal do not call list (not dependent on the National Do Not Call list). If your number is not on the National Do Not Call list, I would suggest adding it if you do not want these types of calls. If you put your number when it first came out, double check to see if it is still on there as they might have been pulled off due to an old rule saying that they can be removed after X amount of years (I don't remember that amount but they have recently changed that). They are also not allowed to contact cell phones unless they have permission to do so. There is more, but I cannot remember it all right now. I know all this because I ran a telemarketing dialer and I also built telemarketing lists.
