Caller claiming to work for some charity, I forgot the name, supporting police and veterans to buy bullet proof vests. Very hard sell. Would not give his name.

Someone called me from this number. I was not able to respond at the moment. I called back later and got a very fishy voicemail. They did not state the "business" name, so I think it is a scammer.

Calls several times a day. Usually in mornings and evenings

Same here - calls before 9 AM and after 8 PM, daily. Scammer with a full time job, calling when he's not at work?

Calls, refuses to leave message.
