This is a discussion forum where one can report or describe suspicious or unknown phone calls, but reporting them here does not stop the calling. YOU have to take action to do that! Consider buying a call blocker if nothing else works.

This call was preceded by 704-249-4433 which was a recording about student loan forgiveness. I said "Hello" twice (as is usual for telemarketers) and it sounded like someone got out a "He..." and the call disconnected.
