i got a call from the same as well... no message or anything like that.  so i googled the number and got to this site.  did more digging and guess what i found - this http://www.reversemobilelookups.com/areacode/ ... ne=915-595-3621
the phone number happens to be a landline in el paso.  did not care to find out more besides it'll cost me.

There is no official organization affiliated with the State of Texas named the Texas Highway Patrol or (TX Hwy Patrol). We do have the Texas department of Safety which employs and deploys DPS troopers that Patrol our highways.

We received a call from this number.  No message.  Hang-up.  Found online that lots of people get these annoying calls.  If they leave no message and I do not recognize the #, I just ignore it and do not answer.  Anyone who knows me that need to get in touch with me know how.
