Called 2 days ago, since I did not know the number and I was busy I simply rejected it.  I know this is a Verizon cell number as it is the same exchange as my phone,  No message was left and they haven't called back so it was either a wrong number or more than likely a scammer.  I'll give it another chance before I block the number.
