I also received a call today from 914-339-5517, did not answer not the first time, anyway no message was left. After checking some of the posts on this site I checked the info for the NY State Association of Chiefs of Police and found the following:

Please note this is a legitimate organization the 800 number some have mentioned that they called to opt out does not show up anywhere as being associated with this organization they do not use any 800 number. everything goes to their main number including donations and membership.
This is an organization that mainly caters to law enforcement people in areas around the NY state and newly appointed Chiefs.
I am very doubtful that these calls are legitimate because in general you would not get calls like this from a law enforcement organization. as for the 800 number anyone can buy the use of an 800 number and set up an automated voice message. Remember you are dealing with Telemarketing scammers that's what they do use bogus numbers and caller I.D. info to hide behind.
If you still feel that the call you received is from the NY State Association of Chiefs Of Police then contact them directly and inquire about the phone calls and the numbers used to contact you. I have found this out, if you want to resolve a problem you have to deal directly with the person responsible. Even if the calls were sanctioned by them they need to be aware if the Telemarketing service they are using is breaking any laws.
