Keeps calling,  says it is Hector with the New York Business bank and what I ask him what this is in regard to he hangs up.  Will only talk to the business owner.

Sounds like robocall, where it takes two tries for them to answer your "hello".  Asked for "William Allen", I just hung up.  Since this is a business phone, it's obviously a telemarketer.

Robocall. Picked up the first time only to be hung up on, so I added it to my Samsung's auto reject list.  7 rejected calls in the past 2 weeks from that number.
