Very concerned with whom ever this caller is. I don't wish to be bothered by this caller. They don't leave any message or vmail. Highly likely this number leads to no good scams and fraud.

NJ police asking for suppport when decals come out

They keep calling saying police organization asking for money when I called back the number a normal person answer says hello hello thank you for calling back scammer

This is NOT a "non-profit" organization, and it is NOT a "police organization".  It is a group of SCAMMERS and CRIMINALS using robo-dial with spoofed caller ID and phone numbers.  They change the numbers every week or so.  DO NOT ANSWER.  DO NOT CALL BACK.  They will just take your credit card number and rip off your account.  If you don't want them to call, get a call blocker and block the number.  They'll just change to another number in a few days, so just keep blocking them.
