This is a collection company who repeatedly calls even when you tell them they are no longer allowed to call.  They look up in public records and find any available phone number for you and then call people who are associated with you.  They always call from what appears to be a local number even thought it's not.  The other numbers they try to fool you with are 904-352-2998 and 904-236-6998.

This phone number belongs to Southwest Credit Systems - it's probably a collection company using a local number to disguise who they are.  These collection companies are getting very smart - just not as smart as I am.
