Received call at 11:15am on June 12, 2017.
This appears to be a compromised phone number from the Greenville, SC area.  The exchange "(864) 238" is but one of several 864 area code exchanges to have had an explosion of spoofed and stolen phone numbers of late.  I do not recognize the owner, but website http://www.quakerinfo.com/fcr.shtml lists a "Don Shabkie" as an SC contact for their services, and lists this number as his.
