864-238-xxxx are a range of numbers initially issued by Verizon Wireless to customers in western South Carolina ("the Upstate").  So it should a legit number, BUT...recently the 864 area code has experienced a surge in illegal phone calls (spam, scam, etc.) all beginning with 864.  I've been hit by a tidal wave of them, and several are these 864-238-xxxx numbers, so I suspect a spoofer is in use.  This was one of today's numbers.  They didn't leave a voice mail.  Handle with caution.
