Exceptions can be granted for legitimate reasons including authorized law enforcement actions. Prisons would seem to qualify as a legitimate law enforcement activity that could be granted permission, especially as cellphones are not permitted in most prisons anyway.

You are an idiot.  The USA has the most people in jails per capita than any other civilized nation.  Most of our prisons are privately owned that's why so many people are incarcerated.  It makes people money.
