The number 860-904-1004 is a VOIP number from MCIMETRO ACCESS TRANSMISSION SERVICES INC in Washington DC area. It is an Voice Over Internet Protocol soft number that can be litearly ANYWHERE in the world! MCI METRO (Wordlcomm) is now run by Verizon. Remember MCI WorldComm Bernie Ebbers? He was the President of this company and is now doing 25 years in jail for fraud! So you see the mentality of corporations that would allow this vermin to use a VOIP number with a false CALLER ID to exist just to scam honest hard-working ppl.
Well what you need to do is complain to Verizon about this number and say that you will bring a class action law suit with other victims if they don't shut this VOIP number down and put a block on reissuing it to anybody. If they pop up with another number do it all over again!
