who is this that keeps calling me can anyone tell me

Keeps calling my prepaid phone but won't answer.

Unknown caller keeps calling at all hours.  Will not leave message.

SOME RUDE GUY WHO WANTS PAYMENT BY PHONE FOR A LOAN OR BILL THAT I DID NOT HAVE--EVEN HAD SOME BANK THAT I HAVE NEVER USED! HOW STUPID! HOPE HE GOES TO HELL!!

This is for Commonwealth Financial Systems, a division of NCC. This particular call center is in Kentucky, but principal offices are in Pennsylvania. I called them back, they ARE a debt collector, and the debt they were calling about was legitimate. I was able to settle for half the balance. They were very polite (probably because I was able to pay up!).

Before I paid them, I looked them up on bbb.org (the Better Business Bureau). They are not registered with the BBB, but there was enough information for the BBB to verify that they are a legitimate business. They have a "B" rating (out of A+ through F), mainly due to complaints. They had, I think, 149 registered complaints.
