number calls constantly.  a foreigner says he is from a vehicle processing center and a car which I never owned is out of warranty.

This number has been calling for weeks so I finally answered it today.  A woman with a foreign accent asked for my husband by name.  I said he wasn't here so she said she would call back.  I asked who was calling and she said it was vehicle processing center.  I asked her the name of the company and she said that was her company.  She kept repeating that she would call back.  I told her not to call again.  We'll see!!

Just got the call, very foreign person. The only response to "what company are you with" was "the vehicle processing center". I couldn't understand a word she was saying so I was transferred, the next person (no accent) told me they were the "direct policy administrator for Chrysler/Dodge/Jeep. She said they sent me a renewal form for my out of warranty vehicle (they got the make/year correct) but when I asked her where it was sent, the address was off by a few house numbers (take that as you will). I told her as much, and said I probably wouldn't be interested anyway.  She said thank you and hung up.

Just got this call for the first time at 1:35 pm today. Just heard a female voice that sounded in distress. I kept saying Hello but they did not answer and eventually hung up.

So I got the call today and I think I know how they got my number.  I'm almost positive that it was sold to them by SiriusXM.  They referenced a vehicle that is only connected to me through my SiriusXM account, it belongs to my in-laws.  There is absolutely no other connection that I would have to that vehicle.  Also said that they were vehicle processing dept, foreign accent, but it was a local area code number so I picked up.  Won't do that anymore.
