Lucy the Bot telling me I was getting a FREE I-phone. Only answered because it was a local number.
Since Lucy sounded and asked questions like a Bot. There for it is a scam and the number is now blocked.

I've also tried calling back, but I get the "We're sorry. Your call cannot be completed as dialed..." recording.

This is a bot-call. I received the call via Google Voice; no voicemail message left. When I called back, an automatic computer message about a sweepstakes began to play.
