Had a message from a man with a thick indian accent this morning saying. "Hello. Do not ignore this message. Call me at 850-430-9171. Looking forward to the speak with you. Do not ignore this. 850-430-9717."

Yes, I received the same SCAM phone call.  The clown keeps calling... it's most annoying.  A real jerk.

Annoy him back by letting your phone ring with no kind of answer or blocking the number. The more he calls and you're answering in some way, the more confident he'll get he can rely on you to answer.

Said, you owe us treasury money, do not ignore this call..

Someone with an accent has been calling about twice a day for about a week but my recording is of it is so faint I really couldn't hear it very well but it did say don't ignore s I thought I would check the number on Google.
