This foreign guy tried telling me he had a lawsuit on me about my taxes. I told him to call back when he could find me someone that could speak english.

Its' a baddly automated message saying it's the IRS. Guess what, the IRS doesn't call you, they don't use NON-TOLL FREE numbers. Big time scam
