Scam call. These robo-calls ring four or people at one time, and the first one to answer gets the human scammer. The other calls are hung up. That's why you hear the ring but it stops before you can answer. There should be a law against that harassment.

Scammer.  Caller ID Sun Valley CA.  Don't know any one in Sun Valley so didn't answer.  Rang twice and hang up.  No message left.  Must be a robo call.
