Solar sales "qualifying" me so they can pass my information onto other companies. No such company is registered in CA. He then asks if it's okay for companies to contact me using automatic dialers in spite of the DNC list. I distract him with a question so he can infer yes.

"Home Savings USA" is a fake name, and also calls from 818-309-1612/2908/4905/4408. Since he gave you a fake name, and since he [presumably your # is on the national DNC Registry] called a # on the DNC, i.e., since his call is illegal, he didn't get your actual consent, thereby making Sunrun, Freedom Solar, and HS USA's other lead buyers also liable under 47 USC 227 (c)(5). After all, how will you learn who HS USA actually is without "feigning interest?"  And btw, "white pointer" is Australian for great white shark.

Home Savings USA called try to sell a home solar system from 818 221 2043.  Female caller stated that the DNC list is just suggestion and does not apply to them and I asked how that is the case and she just hung up the phone.

I lost 2 cases in Small Claims Court even though I argued these calling companies are agents for the real company that appears at my door. One even acknowledged he paid them for my lead. The judge did not state the reason for denying my claim. He did it by mail.

Which is exactly why Federal Law belongs in Federal Court.
