Received call from this number today on my cell number.  Person stated that they were calling to offer lower interest rate on Chase and BOA Visa cards, neither of which I have.  Told them they had wrong number and person.

My cell phone shows a call from 813 719 3787 today -- identified as from Plant City, FL.  No message left.  I don't know anyone in Plant City, and I don't have any debt.  I suspect more phone spam.
