Recorded message saying that the IRS is filing a lawsuit against me.

IGNORE - it is a  THIEF calling.  The IRS mails letters.

Just got the same phone call a few minutes ago.  The tell tale signs that it was a scam was (1) The guy had an Indian accent.  (2)I lot of background noise you would hear from telemarketers. (3) To resolve the law suit they were ready to take a payment of $7500 right away if I didn't want to fight the case.  This hit close to home for me because I've been waiting weeks for my refund to come and thought this was the reason why.  Not sure if that's how they are targeting people.  BE AWARE

Call from this number claiming to be irs  filing lawsuit. Considering my taxes have been done since Feb and everything was accepted I figured this was a scam

they left 4 messages saying it was the IRS and they were going to arrest me.
