Just got a call from this number and I didn't answer it. Seeing that the number is from Point Miguel Naval Base where I have a cousin I called back and got someone speaking Spanish so I hung up. Probably a scam. Blocking this number.

also got incoming call from Point Mugu Naval Station which i did not answer; moment later another call from same # which i declined.

caller ID said "Marketing"N - So yea probably a scam. Blocked it.

Presuming from the earlier posts, this is a scammer/telemarketer.
