First of all, I would like to reiterate what 'weif' said about providing financial information to any telemarketing solicitor - of course nobody should ever do that.
Actually I don't think there are any rule violations in this case. These companies are usually very careful! The National Do Not Call Registry only applies to consumers, not businesses; it appears that the company only calls businesses from the reviews/complaints that I've read. Furthermore, they seem to maintain a company-specific "do-not-call" (DNC) list of consumers who asked not to be called. Also the TCPA doesn't require solicitors to provide an address.. it requires that the solicitor provides the following: their name, the name of the person or entity on whose behalf the call is being made, and a telephone number OR address at which that person or entity may be contacted.
Also, try searching 'Atria Media' under google.com/partners and Find A Partner.. turns out they are a Google Partner!
Overall, I'm pretty sure it's not a scam and they aren't doing anything illegal!
