This number has called 3 times in the past week. Sometimes they list their caller ID name as IP Retail Inc, other times as Private Caller. A Google search turns up a bunch of related entities that look like shell corporations. See

Ip Retail is  a phone carrier.  That is what happens when the bigger calling companies, hate the business that is being taken from them from small phone companies. Ip retail would come up any time someone using there service called you. It could be anyone calling you.
