A phone hobbyist is someone who is interested in the workings of the phone system, like trainspotters are interested in trains and bird watchers are interested in birds. The note on the other site isn't trying to say phone hobbyists are responsible for the call. It's just saying "if anyone who is reading this happens to be a phone hobbyist, you might be interested to know that this number is on switch number (whatever)".
In reality, the people making these calls are likely to be faking their Caller ID, so the call probably didn't come from 781-847-2387 or the switch number listed.

I could hear call center noise in the background but no one responded. A web search indicates this number is not in service, so they spoofed their Caller ID. This is a certain indication of illegal activity of some kind.

I normally don't pick up any calls because I don't have call waiting and most of it's just telemarketers, scammers, etc.  I let my machine pick them up, and then I *69 to find out what number called me.  I was expecting a real call this evening, though, so I made the mistake of picking up the phone.  Someone (youngish male voice) actually said my name, twice, changing the pronunciation a bit the second time, like he wasn't sure.  Didn't say anything else and apparently hung up.  I suppose he was looking for live numbers to sell them to telemarketers, or something.

I picked up because I was expecting a call from a company in Stoughton, MA. It was a woman who wanted to set up an appointment for a "cleaning". I told her that I was was not the owner (which I am) and she kept pressing to know when the owner would be home, I kept refusing to tell her and she kept refusing to tell me what it was her company wanted to "clean".  I can only assume that they wanted to clean-out my wallet.
