I have reported this number to the National Grid. This is a Scam Call Center known to them. They don't seem to have a preferred target but instead, call and assume that you are being fooled into handing over your personal information for not only a lower electric or heat rate, but for a discounted rate retroactively to take care of past rate hikes.

My caller id said Duxbury MA i have been receiving all sorts of calls about reducing my electric bill. There should be a way to stop these calls, Im running out of space to block all of them

lintball, you are right!! I have had 10-15 calls about reducing my electric bill (as well as alternative renewable energy). All BS if you ask me. And I too am running out of space to block them on my Comcast.

This is def a scam. They will also randomly go door to door asking to see your Nat Grid bill. Don't do it. They're supposed to get a license in the city they're working in from the local Police and they don't. The Police wont because it's a scam.
