This phone number is from the Norfolk house of corrections in dedham ma. If you are receiving calls from this number it is an inmate trying to call you. They need to have money on their account to call you and you can't call the number back. You have to press one to accept the call so they can never leave you a voice mail. If you wish to not receive calls from the person calling you there is an option to block this person from calling your number.
